To stay at level 19 for battlegrounds for horde you go the the warrior trainer building to the left there is a undead that is semi transparent, talk to him and you can choose not to gain xp. For allies its in stormwind battlemasters room the guy is to the right. if at anytime you want to gain xp just talk to the same ppl.
